A Dream Fulfilled. A Dream Appealed

It is hard to believe that the dream for a Spring Hill Hospital began in 2005 and has yet to materialize in 2008, despite two nearly unanimous decisions from the Agency that oversees the development of orderly healthcare in Tennessee!

Are delay tactics at play here? You decide.

Check out the unprecedented opposition timeline never before experienced in Tennessee's CON application history. As you peruse the three-year timeline, consider the tax dollars that have been spent by Maury County and Williamson County Commissions opposing the Spring Hill Hospital:

  • In 2005, Spring Hill City Officials approach TriStar Health System (HCA) and ask them to consider building a hospital within Spring Hill city limits.

  • April 13, 2006, TriStar submits a Certificate of Need (CON) application to the Health Services Development Agency.

  • April 17th, 2006, the Maury County Commission passes a resolution opposing the Spring Hill Hospital.

  • May 2006, citizens residing in both Maury and Williamson counties and in support of the proposed Spring Hill Hospital, organize and form the Citizens For Spring Hill Hospital grassroots volunteer group.

  • June 12, 2006, the Williamson County Commission passes a resolution opposing the Spring Hill Hospital.

  • July 26, 2006, the Health Services Development Agency approves the CON application submitted by TriStar to build a 56-bed hospital in Spring Hill, with a nearly unanimous vote of 7-1.

  • The Agency (HSDA) issued CON No. CNO406-02A for the Spring Hill Hospital on August 23, 2006.

  • In August 2006, Williamson Medical Center and Maury Regional Appeal the HSDA decision to an Administrative Law Judge.

  • In April of 2007, Administrative Law Judge, Leonard Pogue, hears the appeal of MRH and WMC of the CON granted for Spring hill Hospital.

  • On October 12, 2007, Administrative Law Judge, Leonard Pogue, enters an Initial Order denying the CON for Spring Hill Hospital.

  • On October 25, 2007, SHH filed a Petition for Review of the Administrative Law Judge's Order denying a CON for Spring Hill Hospital.

  • On November 14, 2007, the HSDA heard arguments from both sides on whether the HSDA should exercise its discretion to review the Administrative Judge's Initial Order and the HSDA voted to so review the Order.

  • On February 27, 2008, the HSDA reverses the Initial Order of Administrative Law Judge Leonard Pogue, by a vote of 7-1, upholding their original approval for the CON for Spring Hill Hospital.

  • On March 25, 2008, the HSDA enters the Final Order granting approval for the CON for Spring Hill Hospital.

  • April 2008, MRH and WMC file a Petition for Reconsideration to be heard on April 23, 2008 HSDA meeting. If the Final Order is modified, WMC and MRH will have 60 days from the date of the modified order for appeal to Chancery Court.

  • April 23, 2008 - HSDA grants a request for reconsideration by WMC and MRH to amend the Final Order to order the delicensing of 56 beds by HCA in the Middle Tennessee area prior to opening SHH.

  • April 24, 2008 - Final Order filed by the HSDA. The 60 day time-clock for WMC amd MRH to file a request for an appeal begins.

  • If appealed to Chancery Court, a potential delay in the groundbreaking for the Spring Hill Hospital could be upwards of two years!
